Not quite sure what exactly you need to do to win this one... I opened up the top pyramid and left middle at the very beginning, and I cleared the bottom row except from the middle 7dots to the North tile. I did notice that matching the 1character in the bottom row with the one in the fourth row seemed to help, though I'm not entirely sure it's neccessary. Also, I match the 8bamboo in the top row with the one in the fifth and the 7character in the top row with the one in the sixth. Once again, I don't know if that's the only way to do it, but it did help me finish.
